Mark Rafter, 50, had been driving at high speeds the wrong way down Interstate 480 when he struck and killed another driver, Kayla FCoates. Cleveland.com reports Coates' mother, Julie, told the court that Rafter should be made to view Kayla's photograph every anniversary of her daughter's death.
