Columbus polls are open as voters begin deciding whether to overhaul the structure of city council.
Issue 1 would expand council from seven at-large members to 13 members. Ten of those members would come from individual wards, or districts.
It would also create a nine-member commission to draw the new wards. Elected officials, candidates, and lobbyists would be barred from serving on the commission.
It's a proposal that's sharply divided some citizen activists and establishment politicians in City Hall, who've gone to great lengths to cast Issue 1 as an expansion of government that would take money away from public safety efforts.
Supporters have argued it would improve representation by ensuring council members aren't clustered in a few neighborhoods.
