Ciudad Juárez was once known as Mexico’'s deadliest city, while its cross-border neighbor, El Paso, Texas, was considered the safest city in America. Juárez is now not quite so dangerous, thanks to the work and cooperation of law enforcement on both sides of the Rio Grande.
