State Representative Ismail Mohamed can keep his Franklin County apartment as his voter registration address after a 3-1 vote from the Franklin County Board of Elections.

The hearing to determine if Rep. Ismail Mohamed lives in his district or in a home he owns in Delaware County began Monday morning and lasted until the end of the day.

State Rep. Ismail Mohamed represents parts of northeast Columbus. His opponent in the upcoming election argues Mohamed lives in Delaware County, outside of his district.

The special election asked voters to decide whether Whitehall Mayor Michael Bivens and City Council Members Lori Elmore and Amy Harcar should keep their seats.

More than 15,000 people have voted early as of April 19 in Ohio's most populated county. Voters of all stripes cite contested statewide contests as the main elections drawing their interest.

Voters will see ballot issues and levies, as well as state legislative and congressional primary elections on the May 5 ballot.

Franklin County voters can expect to see levies for the Alcohol, Drug and Mental Health Board and the Columbus Zoo and Aquarium. Columbus residents will vote on contested city council and school board races alongside $2 billion in bonds.

The board voted Monday afternoon to deny the challenge brought by D.J. Byrnes, who runs the political blog "The Rooster."

Early voting started on Oct. 8. Since then, about 60,000 people have voted in Franklin County and its immediate neighboring counties.

Democratic nominee U.S. Sen. Sherrod Brown and Republican nominee Bernie Moreno held competing events outside the Franklin County Board of Elections. Franklin County is Ohio's most populous county.
