Billions were expected to flow to states and communities to help those with addiction issues rebuild their lives.

Across the U.S., it’s an uneven story: some areas are handing tiny checks to individuals, while in others, like Ohio, money is being pumped into non-profits and other organizations.

In Pickaway County, a program called Soap-n-Hope works to wash away the stigma of homelessness.
