House Bill 68 would change how transgender minors play sports and access certain kinds of medical care.
Governor DeWine is working to head off an override, holding his second press conference in as many weeks to underscore the administrative changes he’s enacting instead.
But some Republican lawmakers want the governor to stay in his lane.
