Everyone at almost every level pays the same tax rate on their income.

That's why Republican lawmakers in Ohio and across the country are pushing to ditch a graduated state income tax for what they consider a more equitable and business-friendly approach.

But studies show mixed results in states with a flat tax, and the hit to local governments in Ohio would be huge: a projected $1.2 billion a year.

House Speaker Jason Stephens has said that the solution to that is local levies, for townships, schools, libraries and fire services.
