In 1789 the debate over the new constitution, which had raged for years, was finally drawing to a close. James Madison was hard at work, along with his fellow federalists, at putting the finishing touches on the constitution and the guarantees which they called the Bill of Rights.

We examine the ramifications of that debate on today's politics and issues like states' rights.
