U.S. Navy Crew Will Attempt to Free Russian Sub
The U.S. Navy is flying unmanned robotic vehicles to Russia's Pacific Coast, in an effort to rescue the crew of a Russian mini-sub snagged in fishing net along the ocean bottom. About 30 Navy crewmembers from San Diego will use two remotely operated vehicles in an attempt to free the sub and its seven-member crew.
Senate Passes Intelligence Reform Overhaul Bill
The Senate votes 89-2 to approve a sweeping intelligence reform bill, one day after approval in the House. The bill now goes to President Bush for his signature. The difficulty of the task was apparent from the beginning, when the Sept. 11 commission made broad recommendations involving major changes to the status quo. NPR's Andrea Seabrook reports.

U.S. Airstrike Targets Suspected Saddam Location
The U.S. military drops four bunker-buster bombs on a building in a residential Baghdad neighborhood where U.S. intelligence suggests Iraqi leader Saddam Hussein and his sons have taken refuge. Iraqi Town Probes Mass Killings by Saddam's Regime
Judicial authorities in the Iraqi town of Hilla launch the first formal investigations into the crimes of Saddam Hussein's ousted regime. After an unsuccessful 1991 revolt, Iraqi security forces slaughtered thousands of people in the region. U.S. troops work with local officials to arrest suspects in the killings. Shiite Muslims Protest Lack of Security in Iraq
Thousands of Shiite Muslims protest peacefully at the headquarters of U.S.-led forces in Baghdad, accusing them of doing little to stop a weekend of ethnic bloodshed and a recent attack on a Shiite cleric. In Washington, U.S. civil administrator Paul Bremer says troops face a "growing threat" of terrorism, but that security is "not as bad as people think it is." Hear NPR's Anne Garrels and Bremer.
Blackout Investigation Centers on Northern Ohio
A probe into the largest electrical outage in U.S. history focuses on an area in northern Ohio, where an investigator says three transmission lines failed just before the blackout. In New York City, power has been restored to most areas. But grid overseers warn of more rolling blackouts as a new work week begins. Rice: Bush Team Knew of Al Qaeda Threat
National Security Advisor Condoleezza Rice tells the Sept. 11 panel that most of the warnings the White House received prior to the Sept. 11 attacks were "frustratingly vague." She says the Bush team was aware of al Qaeda and took the threat of terrorism seriously, but admits it had other priorities. Hear NPR's Larry Abramson.

Rice: No Specific Warning About Sept. 11 Attacks
National Security Advisor Condoleezza Rice tells the commission investigating the terrorist attacks of Sept. 11, 2001, that the Bush administration had no specific warning of those attacks. But several commissioners probed for more detail on a confidential briefing memo from Aug. 6, 2001 -- and called for it to be made public. NPR's Pam Fessler reports.
