Energy Secretary Spencer Abraham says he is considering major security reforms at the nation's nuclear weapons facilities -- including creation of a new federal police force and consolidation of stocks of plutonium and uranium. Since the Sept. 11 attacks, critics have questioned whether such facilities are sufficiently protected against terrorism. NPR's David Kestenbaum reports.

Red Cross Warned U.S. of Iraqi Prisoner Abuse
Officials for the International Committee of the Red Cross (ICRC) say they warned U.S. authorities about the abuse of Iraqi prisoners long before recent allegations surfaced. NPR's Ari Shapiro reports.

Bush also said U.S. troops in Iraq will have as many reinforcements as they need. Bush spoke with reporters Sunday morning after meeting with troops at Fort Hood, Texas. Hear NPR's Liane Hansen.

South Africa Marks Decade of Democracy
It's been 10 years since South Africa held all-race elections and ended apartheid. The country has been been more successful than other African nations in its transition to democratic rule. Its stability is due in large part to Nelson Mandela, the man who ended apartheid and became the nation's first post-apartheid president. NPR's Jason Beaubien reports.

Reports Blast FBI's Efforts Against Terror
Staff reports from the Sept. 11 panel offer a blistering assessment of the FBI's anti-terror efforts. The reports suggest poor communication, a lack of resources and antiquated information technology led the FBI to miss opportunities to spot plans for the 2001 attacks. Commission Chairman Thomas Kean calls the findings "an indictment of the FBI." Hear NPR's Pam Fessler.

With his win in Tuesday's Illinois primary, Sen. John Kerry officially secures the Democratic presidential nomination.
