Some 100 people gathered at Tri-C last night to discuss their vision for community policing in Cleveland. Their input will help shape policy as part of the city’s police reform efforts with the US Justice Department. Attendees were asked to come up with innovative solutions to community problems. One group suggested police drop-in spaces in schools and churches. They also suggested reviving midnight basketball to give kids something to do.

Cleveland city hall says it will work to reduce the speed limit on a west side residential street after someone dressed like a city worker changed the signs without permission. Last weekend, someone wearing a hard hat and reflective lime green vest took down the 35 mph signs from utility poles on Franklin Boulevard. The person put up 25 mph signs in their place. Casandra Vasu snapped a photo of the person and posted it on Facebook. She said she was ecstatic.

The Ohio EPA says it will spend $6 million to clean up a huge pile of debris site in East Cleveland that was branded as a recycling center for construction material. But some questions are yet unresolved: What will happen to the property after cleanup, and will the state recoup its expenses from local agencies and contractors?

Both of Ohio’s Senators want to meet a Friday deadline to avoid a partial government shutdown. Members of Congress are working on a short-term funding bill to keep the federal government open, but are still debating the inclusion of some controversial measures that likely won’t make the final resolution-- like fixes for insolvent workers’ pensions and the Deferred Action for Childhood Arrivals Program, or DACA. GOP leaders have, however, added 6 years of funding for the Children’s Health Insurance Program to the continuing resolution.

But a backer of a separate voter initiative on the issue says his campaign isn’t yet convinced. State Sen. Matt Huffman and a coalition of groups, including the NAACP and League of Women Voters, are pushing competing proposals to reform redistricting. Both could end up on the ballot this year in separate elections.

The Cleveland Browns' losing streak isn't just taking a toll on fan morale. Businesses that sell team merchandise say they're also feeling the pain. Johnny Mirza, who manages Playball Sports and Fashion in Downtown Cleveland, and sells everything from replica jerseys to Browns-themed baby clothes, said sales of the team's merch are down about 15 percent compared to last season. But he's hopeful that'll change when the team starts winning...eventually.

The official overseeing East Cleveland’s finances on behalf of the state says the city is on track with its plan to recover from fiscal emergency. East Cleveland expects to spend about $9.8 million from its general fund this year, about 14 less than the year before. Another 2 percent reduction is planned for next year. Quentin Potter, who leads the state panel overseeing East Cleveland’s finances, told city officials this week they’re headed in the right direction.

The Ohio Supreme Court on Wednesday ruled in a Miranda rights case from Cleveland. The court says being questioned in the front seat of a police car is not the same as being interrogated while in custody. In 2014, a Cleveland motorist nearly struck a state highway patrol car at night. The patrolman pulled him over, had him get in the front seat of the cruiser and asked how much alcohol he’d been drinking. The driver said he’d had four mixed drinks at a wedding.
