Former Enron CEO Pleads Not Guilty
Former Enron CEO Jeffrey Skilling pleads not guilty as he is indicted on fraud and insider trading charges. Federal prosecutors say Skilling lied about Enron's finances and intentionally deceived investors. Skilling was released after posting bail set at $5 million. Hear NPR's Wade Goodwyn.

President Bush announces late Friday he is using his recess appointment power to name Alabama Attorney General William Pryor to a federal appeals court, circumventing the opposition to Pryor by Democrats in the U.S. Senate. NPR's Don Gonyea reports.

Iraqi Council Agrees on Constitution
Iraq's U.S.-appointed governing council reaches agreement on an interim constitution. The document will serve as Iraq's basic law until a permanent constitution can be drafted. Council members and those involved in drafting the constitution reached key compromises on several issues, from the influence of Islam to Kurdish demands for autonomy. NPR's Steve Inskeep reports.

Taguba Cites 'Lack of Leadership' in Iraq Prison Abuse
The U.S. Army general who wrote the report on prisoner mistreatment in Iraq says the abuse resulted from leadership failures, a "lack of discipline, no training whatsoever and no supervision." Gadhafi Meets with European Officials
Libyan leader Moammar Gadhafi travels to Europe for the first time in 15 years, meeting with European Union officials in Brussels. The session, seen as a reward for Gadhafi's decision to renounce weapons of mass destruction, comes as Libya remains under fire by human rights groups who say the country suppresses dissent. Bush Lays Out Plan for Iraqi Self-Rule
In a speech Monday night, President Bush outlined a series of steps aimed at creating conditions for democratic self-rule in Iraq, including asking the United Nations for more international support. Bush also promised to destroy the Abu Ghraib prison with Iraqi consent. Critics say Bush's plan amounts to a rationale, not a strategy. NPR's Don Gonyea reports.
