The Cuyahoga (ky-uh-HOH'-guh) County inspector general's report comes a week before the election, but details of Ed FitzGerald's license lapses have been previously reported. FitzGerald, the county's executive, lacked a driver's license for more than 10 years and had temporary permits for some of the period. He has apologized for failing to obtain a license, and he reimbursed driving-related expenses. The county's inspector general says in a report summary that sufficient evidence was found to substantiate the allegation that FitzGerald drove his personal or county vehicle without a valid driver's license.
