U-S Secretary of Agriculture Tom Vilsack told an Ohio State Fair crowd on Friday its critically important for congress to pass a comprehensive farm bill before the end of September. Vilsack says the combination of legislative stops and starts and an increasingly severe drought takes a financial toll that is only partially offset by federal subsidies and crop insurance. Congress left Washington Thursday for its August recess after a partisan battle over drought relief.
