Ohio's top election official says an agreement has been reached in a dispute with the state's largest county over absentee ballot applications.    Secretary of State Jon Husted said Friday that Cuyahoga County officials have agreed not to send out unsolicited mailings for the 2011 general election. He says the secretary of state's office agreed to mail absentee ballot request forms to voters in all 88 counties for the 2012 presidential election. The two sides have clashed over Husted's order barring county elections boards from mailing out unsolicited applications for absentee ballots. Cuyahoga County Executive Ed FitzGerald told county officials in Cleveland to move forward anyway toward mailing applications to all registered voters.
