Parents, teachers and students are learning how well their districts performed last school year. The state released annual district report cards today. The rating assigned to each district is based on state indicators, a performance index, a federal annual yearly progress rating, and a component called "value-added" that looks at whether students learned less than, more than or just a yearâs worth of material in a school year. Cincinnati was the only large urban district rated âeffective.â? Columbus and most of the other urban districts were rated in âcontinuous improvement.â?
