Franklin County voters are decide two county-wide ballot issues including a request for a property tax levy to help fund Franklin County Children's Services.
The proposed levy, if passed, would replace a smaller operating levy and would generate nearly $48 million annually for operations of Children's services.
Issue 28 is a ten-year 1.9 mill levy that will cost property owners an extra $58 dollars annually on each $100,000 valuation.
