Former Miami U. President Has Regrets About "College Arms Race"

As state funding to colleges and universities has fallen in Ohio and many other states, efforts to recruit out-of-state students have increased. Out-of-state students pay much higher tuition and typically get better grades. But they can also bring a new set of challenges.
